Building A 2.0L Pinto

Hey guys,
Just about to pick up a 2.0L Pinto to replace my 1.3L engine in my 75' 2 Door Eski. THis car need to remain road registable, but still be able to take it in the odd Hillclimb for some fun.
Looking at doing some head work, cams, valves, rings, pistons etc & carbs, headers and exhaust.
Need to decide on carbie set-up! I was keen on Twin 45 DCOE Webers, but a top mechanic said that I will have to tune the Webers quite regularly and suggested that I go with Holley Down Draught carb.
How strong are the standard 4sp Escort gear boxes? How about a Steel case 5sp Toyota Celica gearbox?
Whats your take on basic work to a 2.0L Pinto to get some road reliable HP.
