Installing a quick release steering wheel

I would like to know the legality of installing a quick release steering wheel on a non air bag '86 Sierra RS Cossie?
I know its illegal on a later road car but there seems to be some anomaly on pre airbag cars?
I will be forced to keep the car on my driveway most of the time so would like a means to really stop the local car thieves ( and there seem to be plenty ) from destroying my pride and joy.
If you can help and point me in the direction of the relevant section of the traffic act I'd appreciate it.
My car wont be in the country till about October so I have plenty of time to sort things out.
