Turbo expert needed

Hi,
I have been playing with a turbo car this last weekend and finally got it running on the weekend.
a quick drive lead me to thing it wasnt boosting.
The wastegate may have seized open, The car had been out of action for a while.
I pulled the turbo off and noticed that the waste gate assembly didnt look like it had ever worked.
What could cause this?
how do I fix it.
The valve doesnt seem to close fully and had been jammed against the side housing.
I thought it had rusted and some crc and elbow grease woudl fix it, but close inspection revealed it was jammed against the housing. Kinda weird, what coudl cause it?

Just bend it back. Unless it will slide back down the shaft. Not sure what would cause that?? Someone being rough :axe:
