thermostat in runs hot , out runs cold

had a overheating problem so thought I would look at the thermostat housing where I noticed when I pulled the hose my concentrate hadn't mixed with my water after 50km of driving. dropped the bottom hose and it came out almost clear water.
Swapped to a known clean flowing radiator with known and tested thermostat
put it all back together, top of radiator hot and bottom hose cold.
Pulled the thermostat, put some radiator flush (CLR cleaner)
Took it for a 10km drive and its running cold 60c in a 23c day cant get it to warm at all unless I leave it idling.
With the thermostat in its running at 110c Whats going on? thermo is installed with the wax plug to the block and a drilled bypass hole
In a pot of boiling water its opening at 75 and fully open at 90c
Only other thing Ive done is adjust the carby way out( fixed it) and timing was slightly out.
