Fuel tank filler rs2000

Does anybody know why there are 2 fuel tank fillers on a Mk2 rs2000 (one behind the number plate & a blanked out one on the side guard)?
Also, with my RS2000, when I fill it up it only seems to go to 1/2 way on my fuel guage. Has this happened to anyone else?

Because when Ford Au made the 2.0 engine available in the Escort, it rightly decided a bigger tank was necessary. The side tank was done away with and a bigger one put under the boot floor. Ford was too cheap to produce a new side panel, and popped a cover into the existing hole instead.

It was actually an Australian Design Rule which mandated the fuel tank be removed from the boot area to outside the car. Fuel sender units of this age are generally worn out somewhere in their travel. I don't know if there are new replacements available, might be just a case of trying to find a good second hand one.

There needs to be a fire/liquid proof bulkhead between the tank and passenger compartment. Pretty much the same requirement as in racing. Specialised fuel cells might be enough on their own if they are of approved design.
